Performance Measurement Workgroup Information

In general, this Work Group will develop recommendations for the Commission on measures that are reliable, informative, and practical for assessing hospital quality. The Performance Measurement Work Group will address a number of quality topics including but not limited to :

Value-based payment (integration of cost, quality, population health and outcomes)
Patient Experience and Patient-centered Outcome measures
Potentially Avoidable Utilization (PAU)
Development of Statewide Targets and Hospital Performance Measurement

Subgroups to the Performance Measurement Workgroup

Readmissions Subgroup to the PMWG

In collaboration with key hospital, payer, consumer and other stakeholders, HSCRC is convening a subgroup of the Performance Measurement Workgroup during 2019 to develop updated pay for performance approaches for reducing readmissions in Maryland to support the goals of the TCOC Model. Specifically, this entails considering new approaches to evaluate Maryland hospital performance relative to the nation, while at the same time affording the State the opportunity to be aggressive and progressive in its program(s). Quality Based Reimbursement (QBR) Program Redesign Subgroup to the PMWG

In collaboration with key hospital, payer, consumer and other stakeholders, HSCRC planned to convene a subgroup to the PMWG during 2020 to develop updated pay for performance approaches for improving quality, safety and patient experience outcomes across the QBR measurement domains.

Emergency Department Length of Stay Measure Subgroup to the PMWG

As part of the Rate Year 2026 Quality-based Reimbursement program the Commission approved the addition of an Emergency Department (ED) length of stay measure specifical for patients admitted to the hospital, weighted at 10 percent of the program.In collaboration with key hospital, payer, consumer and other stakeholders, HSCRC is convening a subgroup of the Performance Measurement Workgroup to develop data collection, measure specifications, and incentive methodology.
