Maryland Health Services Cost Review Commission


The Health Services Cost Review Commission (HSCRC) was established by the Maryland legislature in 1971.  The HSCRC’s ​enabling statute is under Health-General Article §19-201 through §19-227. Regulations issued by the Commission related to hospital data submissions, fee assessments, rate applications and approval procedures, and other related topics can be found under Title 10, Subtitle 37 of the Code of Maryland Regulations (COMAR)As required by statute and or requested by the legislature, the HSCRC produces various annual, biannual, and ad-hoc reports to the Governor’s Office and Maryland General Assembly.  These reports provide valuable updates on HSCRC activities, Maryland hospital financial and quality performance under the All-Payer Model, and summaries of hospital operations.
