Free Care Refunds Implementation Updates

Medical Bill Reimbursement Process:
Maryland law requires hospitals to provide refunds to individuals who paid for hospital services received in any year between 2017 and 2021 and were eligible, at the time of service, for free care from the hospital under Maryland law relating to hospital financial assistance.
Implementation of this law requires development of complex policies and procedures related to data exchange, data security, consumer support, and consumer communication. HSCRC is working diligently with the Maryland Department of Health (WIC/MDH), Department of Human Services (DHS), Office of the Comptroller (COM), the Health Education and Advocacy Unit (HEAU) in the Attorney General's Office, the Maryland Hospital Association (MHA), and other stakeholders to ensure that consumers receive the refunds they are entitled to.
Members of the public are welcome at all workgroup meetings posted on this page. These meetings are held virtually.
